Glenburn council moves to enforce dog‑licensing and send violation letters after repeated barking complaints

Councilmember Dianne Hensen, who oversees water and pet matters, reported 51 late utility statements with eight shut‑off notices issued March 23 (28 late statements have been paid) and discussed recent animal complaints. Hensen said a letter had been sent to an owner after a dog barked all day, and that a separate written complaint alleging continuous (24/7) barking had been received that morning; a letter would be sent the next day including a copy of the relevant ordinances.

Hensen also informed the council that staff do not know the names of some renters at the town’s 8‑plex and 7‑plex, so not all dogs are licensed. Owners of the apartments have previously been notified but apparently have not passed the licensing requirement on to renters; councilors suggested posting notices on apartment doors to prompt compliance.

The council reviewed Ordinance 12.0402 in connection with yard cleanup and animal issues and directed staff to send letters to the dog owners and to post notices where renters are not identified. No penalty amounts or enforcement schedule beyond the notices were specified in the transcript.
