Gladstone council approves municipal contracts, $750 IT payment and authorizes up to $15,000 for well-pump meter work

The council voted to renew the city’s IT support agreement with technician Joshua Braddock, removing an automatic annual renewal clause and directing annual review of the arrangement. Because Braddock’s submitted invoice covered multiple months and lacked service dates, Auditor Maria Kolling reviewed internal records and recommended approving the $750 payment; the council approved payment and requested that future invoices list service dates and be submitted monthly.
On the MDU compliance project for the well pump meter, staff presented two proposals: rewiring and retaining the meter in the old City Hall basement or running service outside to an MDU-provided pole with a new socket and panel mounted on a post. Councilmembers discussed timing related to spring sewer flushing, reduced 2026 budget impact from a levy miscalculation, emergency-access concerns and an additional MDU fee of $500–$575 for overhead service. The council approved the full service quote up to $15,000 to be paid from the Sewer Fund; staff planned an on-site inspection after the meeting and noted Southwest Water would be used if installation missed the flushing window.
