Committee endorses expansion of fire‑service equipment purchases and screening programs

Bruce Roberts, executive director of the Kentucky Fire Commission, asked that the existing Hepatitis A/B program (noting a current $500,000 appropriation) be expanded to include cancer screening because, he said, "most of the in line of duty deaths are from cancer." Roberts also requested that the commission be allowed to use the program funds to purchase additional lifesaving equipment—four‑gas monitors, AEDs and similar items—without seeking more money from the legislature.
Ryan Quarles (KCTCS) summarized four substantive bill elements: clarifying voting members on the commission, authorizing equipment purchases consistent with the subcommittee changes, imposing a 5% administrative cap in response to an LRC audit, and reaffirming the long‑standing collaboration between KCTCS and the Kentucky Fire Commission.
The committee adopted the committee sub and passed HB419 as amended; senators who explained their votes commended the equipment and health‑screening provisions. The bill passed the committee 10–0 and was placed on consent.
