Neighbors and community representatives raised concerns about a previously existing garage that appears to have been removed without clear record of demolition. Bianca Maldonado, president of the Montichelo Park Neighborhood Association, said neighborhood records indicate a city permit issued in May 2007 and described a missing driveway apron and truncated sidewalk that has caused standing water and pedestrian safety complaints.
The applicant, Ramón Torres, said he has been the general contractor on the project for roughly a year and acknowledged he could follow up to clarify the garage’s removal history. Staff explained that replacement driveway/approach work and the garage details must be included in the COA application and that some modifications could be eligible for administrative approval if properly documented.
Commissioners debated dimensions and historic compliance; a motion to approve the COA with staff stipulations plus requirements for an appropriately sized west‑side window and historically styled garage doors passed on a recorded vote. The commission instructed staff to ensure the required drawings include the driveway/approach and sidewalk repairs before issuing final approvals.
