Board reviews MHSA proposals; members back faster hearings but raise equity concerns

The superintendent summarized several proposals forwarded to the board for review: bylaws and consent requirements from nonmember schools, a proposal to add 6-player playoff access, expedited hearings that would allow video conferencing for MHSA hearings, and an executive-board discretion proposal to grant eligibility in exceptional circumstances (for example, students who face family hardship). He said the expedited-hearing change could speed petitions that previously required in-person travel to Helena. "I like this is good. I think I think this is something that's known what we do," the Superintendent said in support of video-conference hearings.
Board members voiced mixed reactions on competitive equity. Some worried that richer or larger schools would continue to dominate scheduling and playoff access and that emergency or emailed votes by MHSA could favor certain regions. A board member noted concern about homeschool transfer language and how it affects varsity eligibility when students transfer between member and nonmember schools.
The discussion did not result in a formal district-level vote on individual MHSA proposals; board members indicated general support for the proposals to speed hearings and to grant executive discretion for hardship cases and suggested staff monitor final language before taking a formal position.
Board staff said they would follow the MHSA rule-making process and bring any recommended district positions back for a future meeting.
