The LaSalle County Zoning Board of Appeals recessed petition 26-15 on July 15 after the petitioner, Carlos Castaneda, failed to appear. The petition seeks approval for a special use involving two lots smaller than 35 acres in an A-1 zoning district at approximately 1589 North Illinois Route 23 in Bruce Township.
Land use director Brian Giff confirmed mailed notices went out June 26 and that newspaper notification ran June 27. Because the applicant was not present, the board discussed options: deny for lack of appearance or recess the matter to the next meeting. County counsel advised that a recess to the next meeting would not require issuing a new notice.
Several board members said they preferred to recess the matter to give the applicant another chance to appear. The board moved to recess petition 26-15 to its next meeting on Aug. 19, 2026; the motion was seconded by Gary Blankenship and the board approved the recess by voice vote.
The application will return to the Zoning Board at the Aug. 19 meeting unless the petitioner withdraws or notifies staff in the interim.
