Camp Verde council directs staff to draft ordinance on agenda-setting and to formalize virtual participation policy

The Camp Verde Town Council discussed and provided direction June 17 on two governance items: (1) revisions to Section 2-3 of the Town Code concerning agenda-setting procedures, and (2) formalizing requirements and procedures for virtual attendance and participation by council, board, and commission members.
Town Manager Miranda Fisher and Town Attorney Trish Stuhan reviewed options for agenda item placement and identified open-meeting-law considerations tied to different practices. Councilors expressed support for adding language at the end of agendas inviting future-agenda requests; Town Attorney Stuhan advised staff regarding open-meeting risks and the office will draft an ordinance for subsequent council consideration.
On virtual attendance, staff explained the Town Code references state law for remote participation. The council provided direction to formalize a virtual-participation policy detailing requirements and procedures; public commenter Tanner Bryson spoke in favor of allowing remote participation. No formal ordinance vote occurred at this meeting; staff will return with proposed language.
After these discussions the council voted to enter executive session for legal advice about regulations governing firearms on Town property and for consultation about the town’s position on contracts related to dispatch services. The council reconvened at 9:32 p.m., with Mayor Marie Moore stating direction had been given in executive session.
