Plaistow narrows trash and recycling bids to Waste Management and Casella ahead of 2027 contract

Plaistow selectmen reviewed competing bids for the town’s next trash and recycling contract and agreed to invite two vendors back for follow-up after a preliminary pricing comparison. Town Manager Greg Colby told the board the town’s current five‑year contract runs through December 2026 and that four companies submitted proposals for a contract starting Jan. 1, 2027. Colby said Waste Management and Casella proposed base five‑year packages in the roughly $3.5–$3.6 million range, while Republic and G Mello’s proposals were closer to $5 million.
The board discussed differences in base price, tonnage charges and supplemental services. Selectwoman Liz Kosta said seeing tonnage costs alongside a base price was useful. Selectman Jay DeRoche asked about resident contact and service options; Colby said Waste Management provides direct resident contact and that Casella offered an ACR formula and a mattress‑recycling program. The board also discussed bulk pick‑up rules, a potential bulk drop‑off option (Casella has a drop‑off site in Raymond), and whether the town would transfer town‑purchased carts to the winning carrier to avoid new lease costs.
Chair Bill Coye proposed narrowing the field to Waste Management and Casella; the board agreed and asked Colby to invite those vendors back for a follow‑up presentation on either the 12th or the 26th. No contract award was made at the meeting; the board’s action was a short‑listing step intended to let staff and the board compare services, tonnage formulas and ancillary options before recommending a final award.
