Commission backs private K‑9 training facility on Highway D with extended evening hours

The St. Charles County Planning and Zoning Commission on June 17 recommended approval of a conditional use permit for a private K‑9 training facility at 3849 Highway D, amending staff’s recommended hours to allow client visits until 8 p.m.
Planner Jamaica Whitehead presented CUP26-04 for a 3.0-acre agriculturally zoned site where the applicant proposes a 40-by-60-foot building to provide obedience and behavior training for up to 20 dogs. Whitehead said the use would be by appointment only, dogs would be housed indoors overnight, and staff recommended approval subject to conditions that include full-cutoff exterior lighting, indoor overnight housing and operating hours.
Applicant Glennon McCreery, who identified himself as a professional trainer and owner of Northwind Retrievers and STLK9 Consulting, described the proposal as a move from in‑home training to a dedicated, appointment‑only instructional facility focused on owner education and individualized dog training rather than daycare or boarding. McCreery and written supporters told the commission they had addressed neighbor concerns and would follow county inspections and conditions.
Commissioners discussed prior action on a related kennel-classification application and staff clarified that the UDO definition of “kennel” may include breeding, which had contributed to County Council concern on a previous submittal. McCreery’s objection to one staff condition led the commission to amend Condition No. 4 to allow client visits between 6:00 a.m. and 8:00 p.m. rather than the originally proposed 6:00 a.m.–6:00 p.m. The commission also voted to remove the appointment‑only restriction as part of its deliberations.
Commissioner Shell moved to recommend approval subject to the amended conditions; Commissioner O’Mara seconded. The motion passed unanimously.
The recommendation will be forwarded to the County Council for final approval; the applicant will be required to meet site-plan and permit requirements before operations begin.
