The Oakdale City Council on July 14 adopted Ordinance No. 964 and Resolution 2026-37 to amend the Oakdale Marketplace planned unit development, removing a prior requirement that the site contain a restaurant or fast-casual dining use and allowing any retail use permitted in the B‑1 (formerly C‑2 Community Commercial) district.
City staff, identified in the meeting as Andy Gitlov, told the council the amendment follows a court of appeals decision and would permit retail uses on the site at the southeast quadrant of 34th Street North and Marketplace North. “So the amendment is as the result of a court of appeals decision that the PUD plan must be amended so that any retail use allowed in the B 1 Commercial District…would be permitted on the site,” Gitlov said.
Councilmember Gary moved to waive reading and adopt Ordinance No. 964 to amend the Oakdale Marketplace PUD and repeal Ordinance No. 937; the motion was seconded and adopted by voice vote. Gary also moved to waive reading and adopt Resolution 2026‑37 to establish additional design standards and site plan options and rescind Resolution 2024‑89; the council seconded that motion and adopted the resolution by voice vote.
Why it matters: the change expands the range of commercial uses allowed on the site, replacing a prior requirement for a restaurant with broader retail permissions and updated design standards, which could affect future tenant recruitment and site configuration. The planning commission held a public hearing on this item and recommended approval.
The council did not record a roll-call tally in the transcript; both measures were adopted by voice vote with no opposition voiced. The council did not discuss any implementation timetable in detail at the meeting. The ordinance and resolution take effect according to the city’s standard ordinance/resolution procedures.
Next steps: The planning and community development staff will continue to process related site-plan reviews and applicable permits under the revised PUD standards.
