Planning staff details long pipeline of projects, cites roads and utilities as common obstacles

Shannon, Kane County’s planning staff member, briefed commissioners on the county’s land‑use pipeline and recurring obstacles on Feb. 24.
She said project approvals surged during the COVID period and have since declined; 63 building permits were issued in 2025 compared with a peak in 2022. Shannon provided status updates on several major, long‑running projects: the Discovery/Visitor Center (building permit submitted, infrastructure and septic work pending), Zion Spirit PUD (preliminary plat approved; road work remains an obstacle), Camp Kaya and other glamping projects (infrastructure and water‑tank hurdles delaying progress) and a proposed solar plant (pending power‑connection agreements). Shannon noted that many projects require lengthy coordination with state or federal entities or utility providers before building permits and infrastructure work can begin.
Commissioners thanked Shannon for the overview and asked to be notified of site visits and major milestones.
