Union City Council approves easements, property purchase, subdivision and meeting‑date change

At its Aug. 13 meeting the Union City Borough Council approved a series of routine municipal actions, including easements, a small property purchase, subdivision approval, pension obligation acceptance and a schedule change.
Council approved a retroactive easement with property owner Anthony Hickey at 104 East High Street so the borough may install a catch basin adjacent to one PennDOT is installing; the easement assigns responsibility for the ditch to the property owner while the borough accepted responsibility for the two catch basins and roughly 60 feet of pipe between them. The Solicitor will prepare the easement agreement. The motion was moved by Councilor Osborn and seconded by Councilor Kerns and carried unanimously.
The council also approved an easement with the American Legion to install and maintain a kayak and canoe launch at the ball field along French Creek. The minutes state the launch will be installed using funds from the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council. Councilor Osborn moved the easement and Councilor Joyce seconded; the motion carried unanimously.
Council approved retroactively purchasing a small portion of property from 8 South Street for $500 to connect to Municipal Lot #3; the purchase is contingent on completion of a survey and solicitor paperwork. The motion was moved by Councilor Joyce and seconded by Councilor Kerns and carried unanimously.
A subdivision transferring a portion of 92 West High Street to combine with 88 and 90 West High Street was approved after Erie County Planning signed off on the survey maps. Councilor Osborn moved approval, seconded by Councilor Kerns; motion carried unanimously.
The council accepted the 2025 Minimum Municipal Obligation calculation presented by the borough manager: a required payment of $48,029 for the non‑uniform pension and $0 for the police pension. Councilor Joyce moved and Councilor Kerns seconded approval of the MMO; the motion carried unanimously.
On schedule changes, council agreed to meet on the first and third Monday of each month at 6:30 P.M. from September through April; the next meeting was set for Aug. 27, 2024 with the September meeting on Sept. 16 due to Labor Day.
The meeting adjourned at 7:06 P.M.; an executive session to discuss personnel and a contract followed with no action recorded.
