Zoning board approves special use permit for oversized garage at 1464 Main Avenue

The Zoning Board of Adjustment voted unanimously to grant a special use permit for property owner Mike Kelson at 1464 Main Avenue, approving an addition to existing accessory buildings that will exceed the standard local maximum footprint.
The permit allows an aggregate ground cover for all accessory buildings on the parcel not to exceed 5,000 square feet, with a maximum height of 24 feet, and requires the accessory building to be completed within one year of the permit. The board recorded a 5–0 roll-call vote in favor.
Kelson, the applicant, told the board he owns the pole barn and two lean-tos that were damaged when a tree fell. “I’ve got a pole barn with two lean-tos…we’re basically putting up a new wall to support a new roof,” he said, explaining that his contractor wants to remove the damaged posts and concrete and rebuild a continuous enclosed addition so the structure can be used again.
Staff reported the parcel is about 4.77 acres and that the proposed replacement and enclosure push the aggregate accessory-building footprint over the as-of-right 2,500-square-foot allowance, which is why the special use permit was required. The staff report noted the property sits well back from the road and is substantially separated from most neighbors. “We do everything that is required and more,” staff said when describing notice procedures and neighbor sign-offs; staff confirmed publication, posting and neighbor approvals were on file.
The board reviewed procedural items and a sample motion read by the chair that outlined the permit conditions. A board member moved to accept the sample motion; a second was recorded and the board voted by roll call: Ed Wignall — yes; Cliff Wilkerson — yes; Stacy Parks — yes; James Schmercy — yes; Marsha Smith — yes.
The applicant was reminded that a building permit and required inspections remain necessary before construction can proceed. Staff said it will send the applicant the signed approval of the case. The meeting adjourned after the action.
