The Concord Carlisle Regional School Committee voted to hire Dorr & Whittier as the owner’s project manager (OPM) for the amenities building and authorized administration to negotiate a contract with the firm. The motion was moved by a committee member and seconded; committee members cited Vin Miller (the project director recommended by the firm) as a key reason to rehire the team after the middle school project.
The committee also authorized a $400,000 transfer from the CCRSD Capital Stabilization Fund to the amenities building project. Administration explained the transfer covers the sewer connection fee, OPM services and design/ construction-administration work so that the town can mobilize before bids arrive. Bob (the presenting staff member) said the sewer connection fee was earlier estimated at $3.50k but actual town figures appear closer to $2.70–$2.80k and the $400,000 total includes OPM and design costs. He also said any overage will be returned to the capital stabilization fund.
Members asked about pricing and whether the OPM and design fees were factored into overall project estimates; administration said pricing will be clarified with the contract negotiation and when bids are received. Administration expects to receive bids soon and targeted committee review and additional votes to accept construction bids in roughly two weeks (late July to early August). The committee approved both the OPM appointment and the funding transfer by roll-call vote.
