Commissioners approve repository bids, renew mental-health contracts and OK small budget transfers

Scott Baldwin, director of the county's Mental Health and Developmental Services office, presented a series of contract renewals (Resolutions 153'159). Baldwin described the funding sources and services for each provider:
- BHC Advanced Services (Resolution 153): described as an arrangement that provides forensic services and draws down funds for services at the jail, described in the transcript as a revenue source in the "$200,000 range." - Patches Place (Resolution 154): drop-in center, rep-payee program and CFST surveys; Baldwin said the contract total is $597,000 and noted those funds come from state and federal human-services block grants (no net county cost). - People in Need (Resolution 155): $60,000 to support case-management services not billable to insurance; a new director, Rachel Foswando, was introduced. - Mark Enterprises (Resolution 156): a longstanding developmental-services provider and workforce program; budget amount $509,936. - Guiding Changes Counseling (Resolution 157): formerly Clover Psychological; $150,000 contract for specialized forensic assessments. - Children's Advocacy Center of Lawrence County (Resolution 158): support for child- and family-based victim services; county contribution $85,000. - Achieve Rehabilitation Services and Support (Resolution 159): psychiatric rehabilitation services; contract total $30,000.
After the presentations, commissioners approved the listed mental-health resolutions by roll call.
The District Attorney requested two intra-departmental transfers: $3,600 from contingency into vehicle expense and $320 moved to association dues from subscriptions and office equipment lines. The Board approved those transfers.
No public comments were made during the meeting. Commissioners closed with routine announcements, including the July 21 meeting date and the absence of an August 4 meeting due to attendance at the state commissioners' association conference.
