Orange Select Board approves Avitar contract, signs firearms seller license and OKs two abatements

The Select Board of the Town of Orange approved three routine but consequential administrative items at its Dec. 9, 2025 meeting: a multi-year contract with Avitar Associates, a state license for a local firearms manufacturer and two small tax abatements.
The board voted unanimously to renew a contract with Avitar Associates of New England covering 2026–2030. Chair Aaron Allen said the contract contains the same 30‑day termination clause as prior agreements and reflects increased hourly rates “due to rise in labor and materials over the last few years.” The motion to approve and sign the contract passed 3–0–0, moved by Aaron Allen and seconded by Lucy LaChance.
Also on the consent-style items, the board signed a New Hampshire State License to Sell Pistols and Revolvers for Brian Maynard doing business as Crea Tech Mfg Strategies, LLC at 142 Cross Road; the transcript notes Mr. Maynard passed required background checks and was granted an ATP FFL 07 manufacturing license.
The Select Board approved two abatement requests after finding the taxpayers did not receive required paperwork: an abatement of $53 for Paul Rogers of 225 Tug Mountain Road and an abatement of $50 for Marvin and Helen Rocke of 191 Cardigan Mountain Road. Aaron Allen moved to approve the two abatements; Lucy LaChance seconded and the motions passed 3–0–0.
Why it matters: the Avitar contract governs assessment services used by the town; residents at the meeting later raised concerns about valuation outcomes and whether the assessor would participate in abatement reviews. The firearms license is an administrative action that permits a local business to manufacture firearms under federal and state licensing; the abatements are modest but reflect process issues about paperwork delivery and recordkeeping.
