Ordinance 2025-o7 (development and administrative fees) and resolution 2025-35 (summary publication of that ordinance) passed after a motion and second; council recorded unanimous support. Council also approved a series of resolutions implementing a 5% increase across the city's water, sewer, stormwater and wastewater monthly and per‑thousand‑gallon rates; staff said these adjustments align Montrose with neighboring systems and support a regionalization project the city is preparing to start in spring.
On appointments, council approved Planning & Zoning applicants Sean Cuff and Charles Smallwood (each motion passed 5–0) and also appointed Charles Smallwood to the Parks & Rec commission by unanimous vote.
Public Works requested and received approval to purchase a 7-foot broom attachment for the bobcat (FarmRight quote) to speed sidewalk and trail snow clearing. Council approved the purchase for $7,066.04.
