Montrose — The City Council on Monday approved the final 2026 property-tax levy and budget following a Truth in Taxation public hearing in which no members of the public spoke.
City staff presented the final levy figures and a budget overview. Jackie (staff member) told the council that the city's levy is increasing 13.77% and the tax rate will increase about 4.88%. Using market-value examples she said a $200,000 home would see an annual increase of about $93, a $250,000 home $116.50 and a $300,000 home $139.80. Staff also said local government aid (LGA) rose by $28 between the preliminary and final numbers.
The presentation said the city's 2025 budgeted expenses were roughly $5.8 million and that 2026 estimates were near $5.6 million. Jackie clarified the difference between tax capacity and the levy amount, explaining that the levy figure being set by the city is one component of homeowners' overall tax bills.
Council members asked clarifying questions about why tax capacity rose and fell between years and how recent homestead calculation changes affected capacity; staff said some capacity dropped in 2025 due to calculation changes but is expected to recover as new construction completes.
With no public speakers during the hearing, the council reconvened the regular meeting and took a motion to adopt resolution 2025-30, which authorizes the final property-tax levy and budget for 2026. The resolution passed by recorded voice vote, 5–0.
What happens next: Staff will implement the adopted levy and budget; the council's vote concludes the statutorily required Truth in Taxation hearing for the ordinance/resolution adopted Monday.
