St. Paul approves $47,753.64 pay request for tennis and pickleball courts; retainage and damages remain

The St. Paul City Council voted June 15 to approve Pay Request #4 from Diamond Engineering Co. for work on the city's tennis and pickleball courts, authorizing payment of $47,753.64 for court painting and striping.
City Engineer Jeff Palik told the council a two percent retainage and installation of wind screens on the fences remain outstanding. The council also briefly discussed liquidated damages cited in the project records, approximately $46,000, and requested a letter from Diamond Engineering documenting the damage and the contractor's position.
Bill Peters moved to approve the pay request and Mark Wilson seconded; Council members Kowalski, Peters, Wilson and Woodgate voted aye, nays none. The contractor has authorized public use of the courts any time after Monday, June 1, 2026, Palik said.
The council approved the pay request while retaining the remaining contract holdbacks and seeking written clarification from the contractor on the damages and outstanding punch-list items. A ribbon cutting for the courts is scheduled for July 9, 2026.
