City Manager reports EMS building near completion, 8th & Colorado drainage project underway and new code officer hired

The City Manager told the council the EMS building is about 79% complete and the gym 82% complete, the slab for a community service building is poured, work began on a TPF grant to reconstruct 8th & Colorado (including sewer, water and gas replacements), and a new code/ACO, Keaton Humber, will start Jan. 5.
During the Dec. 22 meeting the City Manager updated the council on construction and training items affecting municipal services and public infrastructure.
Training and orientation: the City Manager reminded newly elected officials about orientation in Santa Fe scheduled for Jan. 13–14 and MOLLI training Jan. 14–15; the city ordinance requires new elected officials to attend those trainings.
Construction progress: the EMS building is approximately 79% complete and will include sleeping quarters and a kitchen, the city gym is about 82% complete, and the slab for a new community service building has been poured with construction expected to begin 30–45 days after permits are issued.
Drainage and utilities: staff began work under a 2024 TPF (Transportation Project Fund) grant to reconstruct 8th & Colorado to address chronic flooding that affects a house on Colorado; the project scope includes regrading to keep water on Wyoming and replacement of sewer, water and gas lines.
Personnel: the manager reported the hiring of a code/ACO, Keaton Humber, who will start Jan. 5 and enter a training period; policies and procedures for the gym and related facilities will be drafted and reviewed by a committee that will include hospital district representatives before returning to council for approval.
Next steps noted by the manager include presenting draft policies to a review committee, completing permitting for the community service building and advancing grant administration tasks for the TPF project.
