Board of Estimate and Apportionment approves 11 first-reading items, including $27 million in transit appropriations and sale of Camellia Avenue lot

The Board of Estimate and Apportionment convened July 15 and adopted 11 items presented for first reading, including three appropriations to the Bi-State Development Agency and the sale of a vacant lot on Camellia Avenue.
President Green moved to adopt items 1 through 11 "as presented for the 1st time," and the motion was seconded. In a roll call, Mayor Spencer, Comptroller Beringer, and President Green each voted "Aye," and the presiding officer announced that the items were approved.
Three appropriations to the Bi-State Development Agency were among the most substantial budget items introduced. Board bill 52 would appropriate $13,529,900 from the public transit sales tax trust fund account 1; board bill 53 would appropriate a second $13,529,900 from the city public transit sales tax trust fund account 2. Board bill 60 would appropriate $56,000 from the City Transportation Trust Fund for transportation purposes. All three were presented for first reading and included in the motion adopted by the board.
The comptroller's office also presented board bill 44 to authorize the sale of 4052 Camellia Avenue, St. Louis, MO 63115. The property, described in the presentation as a vacant lot, was listed for sale to Willie Jarman at a sale price of $200 and was included among the items adopted for first reading.
Other items approved on first reading included a set of table-of-organization changes across city departments: the Department of Public Safety sought to add an executive assistant in the director's office and remove an executive assistant position from the division of civilian oversight; the law department requested adding one attorney and removing a paralegal supervisor; the Problem Properties Unit requested two client service coordinators; the health department proposed adding a clerical supervisor and removing a program manager; the supply division requested one government service administrator and removal of clerical positions; and the corrections department requested adding a correctional training officer and removing a clerk typist.
No discussion on the motion was recorded in the transcript before the roll call. After the vote the presiding officer asked if there were any other items; none were offered. President Green moved to adjourn, the motion was seconded, and the meeting concluded with brief closing remarks.
The items were adopted for first reading; further committee consideration or subsequent readings may be required before final enactment, depending on each board bill's required process.
