St. Louis Board of Public Service approves massage-parlor license for applicant Yachin Liang at 5218 Gravois Avenue

The St. Louis Board of Public Service voted July 7 to approve a license for a massage-establishment at 5218 Gravois Avenue following a public hearing (Hearing No. 8297).
President Rich Bradley opened the hearing, described the evidence in the record and said the matter was being considered under chapters 8.55 and 8.24 of the Revised Code of the City of St. Louis. Trey McCarter, a community development planner in the city zoning department, testified that the zoning office recommended the license be issued. "Yes. Preapprove," McCarter told the board when asked whether he recommended approval.
The board also had in its file a letter from the health commissioner recommending issuance after a sanitation inspection. The record included a police background check dated 04/21/2026 showing no convictions, a Missouri Board of Therapeutic Massage certificate for the business, and certificates of occupancy and zoning dated 05/27/2026 for the Gravois Avenue location.
The applicant, who identified herself in the hearing as Yachin Liang, was sworn and answered routine licensing questions. She and an interpreter confirmed the proposed operation would have two employees, that staff held Missouri licensure, and that the applicant could comply with the operating and sanitary provisions of chapter 8.24. The applicant gave no further comments, and no members of the public appeared in support or opposition.
Director Hayes moved to approve the application; Director Patel seconded. In a roll-call vote the directors recorded affirmative votes and the board announced Hearing No. 8297 approved. President Bradley said the board would deliberate further during the meeting and proceed with remaining agenda items.
The hearing record entered into evidence includes chapters 8.55 and 8.24 of the Revised Code of the City of St. Louis; the applicant’s licensing file and notices; fingerprints and background check; a Missouri massage-therapy certificate; certificates of occupancy and zoning for 5218 Gravois Avenue; and a health-commissioner letter stating the sanitation inspection found no violations.
