County okays $168,000 feasibility contract to study indoor multiuse sports facility

Lane County commissioners voted 5-0 on July 14 to approve a $168,000 contract with Sports Facilities Advisory LLC to perform a feasibility analysis for a proposed indoor multiuse sports facility.
Jason Harris, the county’s community economic development manager, told the board the study will evaluate three site options — two adaptive-reuse sites and a new build on the Lane Events Center campus — across five phases in about six months, and will include financing, ownership and operator pathways as well as marketability and site viability. The county proposed a memorandum of agreement with Travel Lane County to share half the study costs and recommended a 30% contingency to cap the contract at $218,000 if additional work is required.
Commissioners asked how the study will evaluate public benefit, who would operate the facility and whether respondents were local. Harris said public benefit is assessed by the facility’s multiuse nature (events, emergency shelter, amenities) and that two proposers were Portland-based while others had local familiarity. He described previous exploratory studies as less detailed and said this work will be a deeper, decision-focused analysis.
The motion to approve the order included delegating authority to the county administrator to execute the contract and future amendments that do not raise the contract above $218,000. The board approved the order unanimously.
