The council approved a rezoning for about 5.45 acres near 360 West 1500 South, converting city‑owned parcels previously designated Public Facilities (and adjacent privately owned R‑12 parcels) to R‑8 single‑family residential.
Planning staff said the change would allow a roughly 18‑lot subdivision (cul‑de‑sac or through configuration) and — importantly for neighbors — permit the extension of sewer and water service to properties to the north and east that are currently on septic systems. Several neighbors and adjacent property owners spoke in favor of the reroute of infrastructure and asked for easements and guaranteed access; staff committed to providing utility easements and pedestrian connections and to designing emergency‑vehicle access that meets standards.
Council members discussed the trade‑offs: staff noted the site appears difficult to turn into a highly usable park because of topography and access, and argued that constructing infrastructure and residential lots on city land could produce sale proceeds that the council could dedicate to parks in more usable locations. The motion to rezone included direction that proceeds from any sale or development be considered for park acquisition or improvements elsewhere in the city. The measure passed on a recorded vote.
