Ruidoso Downs’ governing body approved Resolution 2025-28 Thursday to set the city’s 2026 meeting calendar and comply with a recent state change governing timing for organizational meetings. Councilors removed the Jan. 12 meeting from the draft calendar and set the organizational meeting for Jan. 16 at 5:30 p.m.
Council discussion centered on a statutory change requiring that an organizational meeting occur no sooner than 15 days and no later than 21 days after the start of term. A council member asked the city clerk to explain the new language and the clerk said the rule had taken effect in June of the prior year and needed to be reflected in the schedule.
City staff and councilors discussed practical scheduling issues, including workshop timing and agenda-distribution deadlines. One councilor asked that department reports appear on the second meeting of the month to give directors time to finalize materials. The council agreed to amend the calendar and directed staff to place the corrected schedule on the December meeting agenda for final housekeeping.
The motion to approve the resolution, as amended to omit Jan. 12, was moved and seconded; the council approved it by roll call. The clerk recorded affirmative votes from the councilors present and the resolution will be filed as Resolution 2025-28 with the amended January schedule.
The council also discussed logistical refinements such as moving agenda distribution to Thursday at 10 a.m. to give members more time to review materials; staff was asked to prepare language reflecting that timing. The amended calendar and the clerk’s explanatory notes will be provided in the packet for the next meeting.
