Resident asks Ruidoso Downs to clear debris under Parker River bridge before event

During public comment at the April 27 Ruidoso Downs council meeting, resident Sabrina Moncovis asked the council to remove mud and debris accumulated beneath the Parker River bridge on Parker (about 50 feet on both sides), saying clearance would be beneficial before an upcoming game. “My plea is that somebody go over there and dig out all the mud and debris underneath that bridge,” Moncovis said.

Moncovis reported she had spoken with a town contact (Joey) and FEMA personnel, and that FEMA staff told her the work would not proceed because "one person down on the river wouldn't agree to it." The council’s presiding official responded that the river does not belong to the town and that approval from federal or state authorities—such as the Army Corps of Engineers or FEMA—would be required for excavation or other work in the waterway. “I’m not sure that we’re gonna be able to dig. The river doesn't actually belong to us. That would be a port of engineers,” the presiding official said, and added the town would speak to the relevant agency.

Why it matters: debris accumulation under bridges can affect flow and local flooding risk and may concern residents attending nearby events; however, the council and staff said jurisdictional approvals will determine whether the town can act.

Outcome: Council did not take direct action during the meeting but staff agreed to follow up with the agencies referenced and report back; the resident’s request remains pending confirmation from the federal/state authority referenced by Moncovis.
