Regional commission director urges towns to boost capital planning, flood resilience and collaboration

At the meeting the Windham Regional Commission's director outlined local priorities for the coming years, citing town collaboration, flood adaptation and capital planning as central concerns for small, often part-time municipal governments.
"I'd really like to see more towns adopt capital planning strategies," the director said, noting many towns lack capital plans and that absence leaves municipalities vulnerable when disasters require borrowing. He said federal and state grants "are gonna not be in great supply" and warned towns may need to borrow after disasters without guaranteed federal aid.
The director emphasized the strain on volunteer select boards and part-time staff and said the commission plans to help towns coordinate, keep costs down, and relieve administrative burdens. He described a planned mini capital planning forum in Bennington to be hosted with BDCC, an organization transcribed as "Bradford Bridal Corporation," the Vermont Bond Bank and the Vermont League of Cities and Towns to provide tools for budgeting, financing and long-term planning.
A meeting participant suggested Vermont examine a bonding approach used by Jamaica to lower borrowing costs for hurricane response; the participant said it saved "like 20 or 25%" in one recent case. The director said that concept is worth looking into.
The meeting closed with invitations to join standing committees (finance, Brownfields, project review) and short task forces for discrete topics; no formal votes occurred.
