Council approves first payment to York Excavating for 2026 road work amid ADA-ramps dispute

Red Lion Borough Council voted June 8 to pay the first application for 2026 road maintenance to York Excavating, authorizing payment of $65,576.59.
Dennis Klinedinst and Mark Holloway opposed the payment, saying they had not been included in discussions about ADA ramp placement at project locations and expressing concerns about the quality of some work. Mayor Tony Musso and other members said the borough hires staff to manage day-to-day operations and that on-site meetings with outside firms can incur additional consulting costs. The minutes record Klinedinst as opposing the payment; the motion carried.
Earlier in the meeting the borough engineer reported York Excavating projected about a $23,000 increase in cost for the 2026 paving contract. Council also discussed pedestrian walkway lighting (a quoted $1,350) to be included in the 2027 budget, traffic and parking concerns on Windor Lane, and the potential use of the parade detour as a snow-emergency route; the mayor may declare a snow emergency with manager and public-works manager recommendation.
Council also voted to change the construction specification for sidewalk/curb work from an 8-inch reveal to a 6-inch reveal; that motion carried unanimously.
The borough did not provide a revised project-completion schedule or a department-level corrective plan during the meeting; members asked for continued oversight and documentation of field work going forward.
