LCTI presents balanced budgets, cites $1.3M subsidy increase and adds security guard

"We're so pleased to be able to serve the Parkland Area School District students," Dr. Greenewald said, summarizing outcomes that included 296 industry credentials earned by students last year. He described the credentials as portable industry certifications that improve graduation and postsecondary pathways.
Greenewald also detailed budget mechanics LCTI uses to smooth year‑to‑year changes: a five‑year average daily membership (ADM) for general and academic calculations and a State Tax Equalization Board (STED) share for debt servicing and capital costs. He said LCTI’s five‑year ADM is 424 students and that Parkland accounts for about 18.9% of LCTI student enrollment, which factors into Parkland’s proportional share of costs.
The presentation listed capital priorities (roof, windows, chiller plant, a secure vestibule and accessible restroom work) and noted LCTI’s total debt of about $50 million with payments continuing through 2041. Dr. Greenewald said some fund balances would be considered for near‑term capital projects and that the budget includes a new armed security‑guard service line to supplement the single school police officer when the officer is unavailable.
The LCTI budget materials were approved by LCTI’s joint operating committee and recommended by participating superintendents; Dr. Greenewald asked each member district to place the JOC‑approved budget resolution on its upcoming agenda for consideration and voting.
What happens next: Parkland and other member districts will add the resolution to their agenda packets; districts will record their votes and LCTI will tally results in coming weeks.
