Councilmember Mark Holloway said he "felt the verbiage was broad/ vague concerning signs on moving vehicles." Solicitor Samantha Craley-Byerts replied that the ordinance definition of "moving sign" does not target personal-vehicle business advertisements and warned that changing the wording would require resubmission for review.
Cindy Barley moved to adopt the ordinance and Shauntia Phillips seconded. Holloway declined to support the motion; the minutes state all other members voted in favor and the motion carried.
Council members said the county review language had been incorporated and that further revision would trigger another review cycle. The ordinance takes effect according to borough procedure for adoption of codified ordinances; any future edits will follow the same county-review process.
The council did not specify a formal implementation date during the meeting. Next steps noted by the solicitor: substantial wording changes would require returning the draft to the York County Planning Commission for another review.
