River Ridge board narrowly approves $3,098 'zombie box' instead of relocating lake aerator

Operations Manager Shane Willis presented Premier Lakes’ one-time work order and a revised Bentley Electric proposal that included an additional 125 feet of electrical work tied to relocating the 240V aerator. Board members discussed budget impacts and a suggestion to postpone relocation work until Fiscal Year 2026 budget discussions. On motion by Bob Schultz and seconded by Robert Twombly, the motion to install the zombie box passed with Mr. Schultz, Mr. Twombly and Mr. Merrill in favor and Mr. Mountford and Mr. Blumenthal dissenting (3-2).
The board recorded its intention to revisit the relocation proposals during FY2026 budget planning; staff also discussed the option to keep the existing equipment while installing the zombie box as a temporary mitigation. No exact schedule for relocation study or procurement was set in the minutes.
