River Ridge CDD approves goals and performance measures to comply with HB7013 reporting

Following newly enacted HB7013, the River Ridge CDD approved goals and performance measures in areas such as community communication, infrastructure maintenance and financial transparency; the initial report is due Dec. 1, 2025 and will be posted on the district website.
District management and counsel outlined the new reporting requirement under HB7013 and the Board approved a framework of goals and performance measures at the Aug. 27 meeting.
Cleo Adams, Tony Pires (District Counsel), and Chuck Adams (District Manager) explained that recently adopted legislation requires special districts to adopt annual goals and performance measures and post an initial report. The district identified three key categories to guide Fiscal Year 2025: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability.
The Board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form on a motion by Mr. Kurt Blumenthal, seconded by Mr. Robert Twombly. The initial report is due Dec. 1, 2025 and must be posted on the CDD website; the task was added to the district’s Key Activity Dates list.
