Residents report ponding at Pinehurst drains; board directs engineer to inspect

Resident Shari Perkins told the River Ridge Community Development District Board that, a week after a pipe was plugged, drainage problems persist at the Pinehurst triangle monument area and a retention pond between River 8 and River 9 appears nearly 1 foot above the drain, posing a flood risk.
Mrs. Perkins said she will provide photographs and video of the ponding; a Board member asked specifically whether there is video of water bubbling out of the drain. District Engineer John Baker explained that before the inlet was plugged water from an adjacent system had been flowing through the pipe into a lower system. "The inlet was plugged, which means there is no longer a pushing action with water coming out; however, there is no place for the water to go and it is essentially akin to a very tiny pond in a pipe," Baker said, and he recommended collecting photos or video to help staff diagnose the current condition.
The Board directed staff to have the District Engineer inspect the drains in person. Mr. Adams said staff will follow up; residents were advised to supply visual evidence to expedite field review. Separately, Mr. Adams presented Estimate #C060-24 from MRI Construction, Inc. in the amount of $10,692.88 to install a Type 9 inlet top intended to keep debris from blocking the structure. Staff said an additional proposal is being obtained and the estimate will remain on the agenda for further consideration.
Why it matters: unresolved inlet or outfall issues can cause recurring street flooding and property damage; the engineer’s inspection and the additional proposals will determine whether repairs or design changes are required and whether trimming or re-routing efforts are sufficient.
Next steps: the Board asked staff to collect resident photos/video, the District Engineer will perform a field inspection, and staff will return recommended corrective measures and competing estimates at a future meeting.
