River Ridge CDD appoints Keith Merrill to vacant board seat; elects officers by resolution

The River Ridge Community Development District unanimously appointed resident Keith Merrill to fill the unexpired Seat 1 on Oct. 22, 2024, with the term running through November 2026.
Mrs. Adams administered the Oath of Office to Merrill after the board approved the appointment on a motion by Bob Schultz, seconded by Robert Twombly. The action followed brief remarks from Mr. Schultz endorsing Merrill’s extensive HOA experience and from Merrill's introduction as a longtime Pelican Sound resident.
At the same meeting the board adopted Resolution 2025-01 to elect and remove officers. Kurt Blumenthal nominated Bob Schultz as Chair, Terry Mountford as Vice Chair, and named Blumenthal, Robert Twombly and Keith Merrill as Assistant Secretaries; the resolution also removed James Gilman from the board roster. The motion to adopt the resolution passed unanimously.
District staff and counsel reviewed post-appointment obligations: Mrs. Adams and District Counsel Tony Pires explained required ethics training, Form 1 filing, the Sunshine Amendment and public-records responsibilities, and the Form 8B memorandum for potential voting conflicts.
The board’s next meeting was rescheduled to Nov. 19, 2024. No votes against the appointment or resolution were recorded.
