Council reviews 2026 street project as member raises ADA ramp compliance concern

The Red Lion Borough Council reviewed progress on its 2026 street project at a June 1 work session, focusing on the installation of ADA ramps ahead of paving.
Jeff Shue, an engineer with C.S. Davidson, told the meeting the contractor began work and crews were installing ADA ramps before paving to optimize drainage and traffic flow. "I will personally stand by the ramps that are being installed," Shue said, adding that for locations with steep grades full, standard ramp profiles are technically infeasible and the firm is completing the required documentation.
Council member Dennis Klinedinst raised alarms about several ramps, saying he did not believe "some of the ramps are ADA approved" and asked specifically about ramps at Union and Rost streets. Mr. Klinedinst urged the borough to confirm that installations will not create a future liability requiring costly removal or rework.
Brett Patterson, the borough's public works manager, reported contractors had been on site to assess related bridge repair needs so the borough can determine what to include in the project while matching available grant funding. Michelle Poole, borough manager, confirmed staff are coordinating scope to align with grant conditions.
The council discussed how steep grades can limit ADA-compliant configurations and noted the engineering team is completing forms that document technical infeasibility where full compliance cannot be achieved on the existing profile. Members asked for continued contractor oversight and for staff to confirm documentation will satisfy grant and compliance reviewers.
No formal motion or vote was recorded on the ramps at the work session. Council members said they expect continued oversight during construction and additional updates at upcoming meetings.
