The Jennings County Redevelopment Commission reviewed a rezone request and site plans for the Elsner property on July 16 and discussed access and an additional easement shown on the submitted materials.

The chair said the access point is shown roughly 80 feet north of the current access and would place the opening near the north edge of the Elsner parcel.
Commissioners focused on an additional easement that extends roughly 145 feet beyond the utilities easement toward the back of the property. One commissioner said the back half of that easement appears to lie on county land while the front half is on city property, and asked staff to investigate the easement’s purpose and ownership.
Several commissioners noted NDOT’s permit remains pending and that any access grant is conditional on NDOT approval. One commissioner said that if NDOT approves access for this property it could make it easier for other properties to gain access in the future, potentially loosening restrictions once a precedent is set.
The commission did not take a final action on the rezone at this meeting; members asked staff to follow up with clarification on the easement, the exact NDOT conditions, and to confirm property boundaries before further consideration.
