O'Fallon outlines 2026 roadwork: Main Street phases, roundabouts and detours; bids due in August

Paul Telamonchak, project manager supervisor for the City of O'Fallon, presented the 2026 construction program to the Public Works Advisory Committee on July 15, describing active work on Main Street Phase 2 and plans for several projects expected to begin this fall.
Paul said Main Street Phase 2 (Trail/Terrain to Pittman) includes roadway resurfacing, an 8-foot multiuse path on the east side and 5-foot sidewalks on the west; crews recently completed asphalt paving and are installing underground conduits and transformer pads so Ameren can place equipment and move lines underground. He said conduit and pad work should continue into October while secondary building connections are completed.
Phase 3 — from the railroad tracks to St. Joseph Avenue with a roundabout at 3rd Street, drainage and sidewalk/path improvements — is currently out for bid with submissions due Aug. 12. Paul said the city expects to submit bid packages to MoDOT and City Council and issue a notice to proceed around October if approvals and coordination with utilities proceed on schedule. He described a three-phase traffic staging plan (east side first, temporary asphalt in the circle and then west-side work) that will maintain one lane each direction during construction and employ signed detours via Elm Street and Civic Park Drive.
Paul also described the Edgering Drive full reconstruction (City Hall to Westhoff Park), which will include sidewalk connections to the senior center and park and is anticipated to start in October with roughly a six-month construction window. For the North Cool Springs roundabout, Paul said the project is not yet out to bid but is expected to be advertised in September with a similar nine-month window once a contractor mobilizes.
Several members raised scheduling concerns about July 4 festival routes and parade traffic; Paul said staff are discussing temporary pavement or timing adjustments to keep critical routes open for holiday events where feasible, and that federal funding timelines constrain some start dates.
Next steps: the city will receive bids for Phase 3 in August, coordinate utility removals with Ameren, and seek council approvals and MoDOT concurrence before issuing a notice to proceed.
