POTTawattamie County — The Pottawattamie County Board of Supervisors on Tuesday approved preliminary plats for Legacy Ridge Phase 1, Wonder Ridge Replat and the Schultz Subdivision and set a second consideration date for a conditional rezoning near the Larson farm shop.
The actions advance several housing and commercial projects in Lewis, Hazeldale and Garner townships. Mark Hamright of Heartland Properties, representing developer JJHP LLC, described Legacy Ridge as an 88-lot development with utilities coordinated with MidAmerican, Black Hills and Western Iowa networks and paving contracted to Compass Utility; grading is expected to finish in late August with lots for sale this fall. The board approved a resolution to authorize documents for Legacy Ridge by roll call.
At the Wonder Ridge hearing, an applicant identified as Keith (self-introduced at the podium) said the proposal would create two 3-acre single-family lots on the northeast corner of the parcel and move corporate operations for CNA Scales. Nearby resident Sue Biles raised questions about lot layout near Road L34; planning staff provided plats and said the lot can accommodate a single-family home. The board approved the planning resolution for Wonder Ridge by roll call.
The Schultz Subdivision received a similar preliminary-plat approval after a broker representing seller and buyer described four lots (three equine lots and one 10-acre lot) and a planned entrance; the board approved planning and zoning resolution 20-26-10.
Separately, the board held the first consideration of ordinance 20-26-02 to rezone about 4.34 acres from A4 to C2 to allow business and professional offices surrounding the former Larson farm shop. Planning staff said the rezoning is conditional: if CNA Scales (the applicant) sells the parcel, a new owner would be required to return to the Planning Commission and the Board of Supervisors to request a different use. The ordinance text was approved for first reading; the board set July 21 at 10 a.m. for second consideration.
Concerns during hearings focused on trail access and accessibility standards, where staff said the planned trail connection is private and not required to meet ADA public-access standards but that the developer sought the most practical, least intrusive route. Board members also discussed occupancy-permit enforcement when buildings transfer ownership.
The board approved the land-use items by recorded votes or unanimous voice votes where noted. The county clerk recorded ayes for the roll-call items.
