Trappe council approves Lakeview Park mulch replacement, buys speed trailer

Administrator Erin Braband presented multiple bids to remove existing mulch and prepare the base for rubber mulch, and a separate quote for pea gravel. Commissioner Walter Chase moved to approve Peake Contracting’s $5,550 quote to remove the existing mulch, grade the area and install two layers of fabric and four layers of sand, and to approve Playground Outfitters’ $10,021.40 quote for rubber mulch; Commissioner Rose Potter seconded. Commissioners Michael Sullivan, President Schmidt, Potter and Chase voted yes; Commissioner Jeremy Newnam voted no. The motion passed 4–1.
The council also considered six quotes for a portable speed trailer. Commissioner Jeremy Newnam moved to approve the quote from 95 Traffic Safety Supply for $12,289.80; Commissioner Chase seconded and the council approved the purchase unanimously. President Schmidt asked Administrator Braband to inquire whether the town could pick up the trailer to avoid an additional $600 freight charge.
Why this matters: replacing worn mulch and upgrading park surfacing affects safety for children who use Lakeview Park. The speed trailer is intended to support local traffic-calming efforts and enforcement.
Details: the approved playground work includes removal of existing mulch, grading, two layers of fabric and four layers of sand prior to placement of rubber mulch. The council recorded specific dollar amounts for both contracts and flagged the freight charge for follow-up.
Next steps: staff will schedule and coordinate the playground work with the selected contractors and report back on the freight cost for the trailer purchase.
