Airway Heights council adopts 6-year TIP, targets TIB grants for 21st Avenue and 9th & Hayford

At the June 15 public hearing, Heather (speaker 9) reviewed the legal requirement to update a rolling six-year plan annually and explained the role of the Spokane Regional Transportation Council. City Engineer Steve Flute highlighted two projects that staff added to the TIP and intend to seek Transportation Improvement Board (TIB) grants for: a road treatment on 21st Avenue from South Lundstrom to Hazelwood estimated at $700,000 (with about $560,000 expected from TIB) and an operational enhancement at 9th and Hayford to install a HAWK crossing, estimated at $320,000.
No members of the public spoke during the TIP public hearing; the hearing was closed and council later approved Resolution 2026-014 adopting the TIP. Public works staff said grant pursuit is necessary to move the projects forward.
Council did not record detailed engineering schedules in the public hearing; staff indicated more information will follow as grant applications progress.
