Cordova planning commission recommends Bayside Storage for Northfield lot after narrow scoring and failed amendment

The Cordova Planning Commission voted on March 10, 2026 to recommend that the city council approve Bayside Storage’s proposal to purchase Lot 2, Block 7 (Northfield Development Park), following extended debate over two competing applications.

Commission members spent more than an hour applying a multi-criteria rubric to both proposals — Bayside Storage (a privately financed storage proposal) and a proposal from the Prince William Sound Economic Development District (a nonprofit economic-development project). Staff reported final rubric totals of 85 points for Bayside Storage and 86 points for the Prince William Sound Economic Development District, a one-point difference the commission repeatedly described as “very close.”

The commission then debated whether to let the rubric decide the recommendation or to consider additional factors not scored in the matrix, including the applicants’ stated financing approach and the amount of immediate revenue to the city. One commissioner moved to amend the recommendation to align with the rubric (recommending the Prince William Sound Economic Development District); that amendment was seconded and put to a vote and failed.

Returning to the original motion, the commission voted to recommend Bayside Storage to the city council. The meeting record includes a tally announced in the session as “441” (the chair recorded the result in the minutes), and commissioners agreed the transmittal to council would explicitly note that both proposals were acceptable and that the scoring was narrowly split.

During deliberations commissioners repeatedly pressed the nonprofit proposal’s representatives on funding certainty and operational details, saying the Prince William Sound Economic Development District’s plan appeared ambitious but lacked clear, mapped financing and operational roles. Commissioners also discussed zoning and site requirements: both proposals will require site-plan review and, if a residential component proceeds, a conditional-use permit and related approvals; staff noted that a replat and resurvey of the site and coordination with public works (road reservation and drainage/culvert work) would be part of any negotiations.

Public testimony included two contrasting viewpoints. A presenter who identified themselves only as the proposal’s representative argued for Bayside Storage’s private‑capital approach, saying Bayside "has an excellent track record of performing on its obligations" and that its plan would deliver ongoing tax revenue and immediate economic activity. A separate public commenter asked the commission to ensure clarity about what revenues the city will receive and warned of existing processing capacity in town, urging fiscal caution as proposals advance to council.

The commission instructed staff to prepare a written recommendation and meeting summary for city council that: (1) names Bayside Storage as the recommended purchaser for Lot 2, (2) documents the rubric scores and the narrow margin, (3) states that both proposals were judged acceptable by the commission, and (4) outlines outstanding issues the council or future negotiations should address (financing specifics, identified tenants/operators, resurvey/replat, road coordination and drainage mitigation). The council will receive the full packet and the planning commission’s recommendation before making a final decision.

The commission adjourned after hearing additional public comments.
