Stuart CRA approves $3,000 mural match for Flagler Park restroom

The Stuart Community Redevelopment Agency unanimously authorized a $3,000 mural matching grant to Stuart Main Street LLC on June 22 to fund public artwork on the Flagler Park restroom building at 221 SW Flagler Avenue.
Jordan Pinkston, CRA program manager, described the mural matching grant rules: applicants are eligible for a 50/50 match not to exceed $3,000 for new mural artwork visible from the public right of way. Pinkston said the CRA budgets $20,000 per fiscal year for the mural matching program; the proposed mural's total cost is estimated at $18,450.
Stuart Main Street executive director Candice Callahan discussed the artist selection process and outreach: "We had 12, I think, applicants respond. We had over 23,000 impressions and almost 11,000 in reach," she said, noting the selected artist had regional mural experience. Callahan said Stuart Main Street raised funds to cover the portion of the project beyond the CRA match and that the RFP aimed for broad participation; she said Main Street would prioritize local artists when possible in future calls.
Board members asked about previous CRB (Cultural/Recreation Board) review and color choices; staff clarified that the CRB authorized the artwork itself and that CRA approval at this meeting covered only the monetary match.
Board member Clark moved to approve Resolution 01-2026 CRA to award the $3,000 mural match; board member Gioby seconded. Clerk Mary called roll and the motion passed unanimously.
Staff and Main Street expect to coordinate preparation work with public-works staff and the mural artist; Callahan estimated the artist's production time at roughly three weeks when scheduling and weather permit. Staff will return as needed with further implementation details.
