Trappe council asks staff to price projects to spend remaining ARPA funds

The Town of Trappe Council discussed options for spending its remaining American Rescue Plan Act (ARPA) funds at a July 17, 2024 workshop and directed staff to gather pricing and additional information on several potential projects.
President Schmidt opened the workshop at 2:00 p.m. and noted that Council members Jeremy Newnam, Michael Sullivan, Rose Potter and Walter Chase were present along with Town Administrator Erin Braband and Town Attorney Lyndsey Ryan. The council emphasized that ARPA funds must be allocated by Dec. 31, 2024, and spent by Dec. 31, 2026.
Council members asked staff to obtain pricing, feasibility assessments and any required procurement steps for these potential uses of ARPA funds: purchase of two new vehicles for Public Works and Water/Wastewater; camera inspection of all town sewer mains with a written report of findings; issuance of a request for proposals (RFP) to replace all water meters and add radio-read components (Lakeside excluded because its meters already have radio-read capability); use of the water-line inventory being completed by Davis, Bowen and Friedel to identify water mains that may need replacement and pair those replacements with paving; review of Phase 2 of the pumping-station project to determine components that could be funded with ARPA; and pricing for purchase of a backhoe.
Administrator Erin Braband presented the list to the council; members did not make a formal allocation at the workshop. The council requested staff return with firm quotes, procurement options and timelines to inform decisions before the statutory allocation deadline.
Next steps: staff will compile the requested pricing and scope details and present them to the council for consideration and potential formal action.
