Ruidoso council approves ladder-truck lease and multiple emergency contracting awards

The council unanimously approved Resolution 2026-153, authorizing a master lease agreement and equipment schedule with Customers Commercial Finance LLC for a Ferrara HD 77 ladder truck (Quint). Council discussion focused on finalizing closing dates and pursuing refinancing options through the New Mexico Finance Authority to reduce interest costs. The mayor and staff said the closing date for the immediate lease was anticipated in mid-July and staff will pursue lower-cost refinancing afterwards.
Council also approved a multi-award RFP (2026-013P) to establish an on-call list of contractors for roadway and drainage work to respond to monsoon and flood damage; awardees listed in the record include several regional firms to enable rapid mobilization. The village explained multi-awards allow staff to call firms in sequence depending on availability and FEMA tracking needs.
For debris management, the council approved an agreement with King Industries under RFP 2026-008P for debris monitoring services designed to ensure compliance with FEMA public-assistance reimbursement requirements. Village staff described the monitoring role as critical to documenting debris removal, line-item compliance and reimbursement eligibility in larger incidents.
Finally, council approved RFP 2026-009P, a multi-award contract for debris removal services to expand the village’s surge capacity during major incidents. Staff noted some awards span local to national firms to scale response if a catastrophic event strains local resources.
All votes were taken by roll call with aye votes recorded for the approving councilors; one recusal was noted earlier in the debris-removal discussion. No dissenting votes were recorded in the public record.
Next steps: staff will finalize closing and refinancing related to the ladder-truck lease, execute contracts with awarded vendors, and track expenditures for possible FEMA reimbursement where applicable.
