County approves 2013 budget; signs contracts and finalizes equipment buys

Codington County commissioners completed several year-end tasks on Tuesday including adoption of funding decisions and approval of contracts tied to capital and operational needs for 2013. The board confirmed the provisional budget adopted earlier in the fall as the county’s annual budget for 2013, and approved financing actions to support planned projects.
The Highway Department moved forward with a resurfacing project on County Road 23-6. The county accepted a low construction bid from McLaughlin & Schulz, Inc. for the project and agreed to use its federal STP allocation in exchange for state funds in 2013 after county staff described how the exchange broadens the county’s bidding options and allows more flexible use of funds. The county’s agreement with the state—per a 1991 agreement—also means the state will share in certain mat-overlay costs on roads where that agreement applies.
On the health and corrections front, the board authorized a one-year agreement with Brown Clinic to provide on-site medical services to inmates at the Codington County Detention Center for 2013, and approved a county-wide employee health-insurance approach carried earlier in the year. The board authorized several equipment purchases that had been budgeted: a floor scrubber for the Extension Center Complex, and a new weed-truck outfit. The county also finalized a plan for the Regional Extension Center lease discussions and confirmed funding for several grant-supported projects (CDBG/workforce and Homeland Security reimbursements) that will appear in year-end accounting.
What happens next: Contracts will be executed, state highway projects scheduled for 2013 will proceed under the State DOT timetable, and county departments will implement changes to employee benefits and equipment procurement. The county will publish the 2013 budget as required by statute.
