Star Valley Ranch council approves fee schedules, clean-air resolution and FY2026–27 appropriations; several ordinances tabled
Summary
At its June 9 meeting the council approved a clean-air resolution, General Fund and Water Fund fee schedules, a 24-hour liquor permit, and the third reading and adoption of the FY2026–27 appropriations ordinance (2026-05) on a 4–1 vote; ordinances 2026-04 and 2026-06 were tabled for later meetings.
The Star Valley Ranch Town Council took several formal actions at its June 9 meeting.
Resolutions and motions
- Resolution 26-06-09-001 (Clean Air and Fugitive Dust Abatement Practices): Read into the record by Councilman Ellis and adopted. Councilman Merrill abstained, expressing that the resolution was largely aspirational and lacked specific enforcement standards; the motion carried with four ayes and one abstention.
- Resolution 26-06-09-002 (Fee Schedule — General Fund): Presented by Councilman Bitter and approved unanimously. Staff noted that the included $350 septic-permit fee is established by resolution but cannot be implemented until a companion ordinance is adopted.
- Resolution 26-06-09-003 (Fee Schedule — Water Fund): Presented by Councilman Bitter and approved unanimously.
- 24-hour Special Liquor Permit (Russoniello/Toolson wedding): Added to the agenda and approved for the event at Cedar Creek Pavilion on June 13, 2026. Councilman Toolson recused from the vote.
Ordinances and readings
- Ordinance 2026-05 (Appropriations FY 2026–27): Presented for third reading by Councilman Bitter. The ordinance includes a roughly $550,000 capital-project carryover from FY2025–26 and other adjustments (including removal of a pump line item and increased fuel costs). The ordinance passed on third reading by a 4–1 vote, with Councilman Merrill voting nay.
- Ordinance 2026-04 (Title XV Land Usage Chapter 154 — septic/sewer code updates): Tabled to the August meeting to allow staff to finalize a companion ordinance and ensure both can be adopted and implemented together.
- Ordinance 2026-07 (Title III Administration Chapter 33 — water utility board alternate member): Approved on second reading.
- Ordinance 2026-06 (Title XV Land Usage Chapter 154 — golf-course fence regulations): Tabled to the July regular meeting for language refinement, including corrections to wildlife-fencing provisions.
Why it matters: The appropriations ordinance adoption sets the town’s fiscal-year 2026–27 spending authority (including capital carryovers), fee-schedule approvals set permit and utility charge levels, and the clean-air resolution signals the town’s policy stance on dust mitigation despite concerns about enforceability. Several land-use and septic-related ordinances were tabled pending further drafting.
Next steps: Staff will bring the companion septic ordinance for Ordinance 2026-04 before the council in August; Ordinance 2026-06 will return in July. The council did not vote to implement the septic permit fee until the ordinance enabling implementation is adopted.
