Tourism chairman urges cleaner process; council affirms Ranch Market will continue under town invoicing

The Town Council and Travel & Tourism Board discussed the organization and funding of the town-sponsored Ranch Market. Travel & Tourism Board Chairman Frank Bell said the lodging tax grant application that started the current market season was submitted by a council member but noted that a council member does not have authority to execute documents on behalf of the town without delegation from the full Council. Bell recommended two paths: either the market manager serve as the lodging-tax grant applicant or the Council fund the market directly using lodging tax funds.
Chairman Bell said he preferred direct Council funding as a body politic. Councilman Merrill said personnel costs (management and live music) make up the majority of market expenses (Bell estimated more than 80 percent), and that signage had been funded separately. The market manager, Debbie Compton, will submit weekly invoices for services; the Mayor and Administrator will work with the Town Treasurer to ensure invoices provide sufficient detail, including reimbursable mileage. The manager will receive a 1099 for tax purposes.
The Council affirmed by consensus that the market will continue under the current invoicing framework. The Manager intends to run the market from July 25 through the first Saturday in October and will submit weekly invoices. Bell also reported the town will not participate in the Lincoln County 250th coin/scavenger hunt program due to timing concerns.
