Council tables fence ordinance and asks for revisions to septic code placement and fees

On the fence ordinance (Ordinance 2026-06), the Mayor noted updated language had been added to align with the Star Valley Ranch Association’s rules, including a 30-foot setback provision. Councilman Ellis flagged an inconsistency between that setback language and wildlife-friendly fencing height standards in the draft. Council and staff agreed to schedule another meeting with the Association and to table the ordinance again to resolve the discrepancies.
On the draft septic ordinance, the council identified several technical corrections and placement issues. The permit application currently lists a $450 fee but the council had previously agreed to a $350 fee; the Mayor directed correcting the fee and changing the inspection-notice requirement from 24 to 48 hours. Council discussed locating the detailed septic requirements under the Personal Utilities section of town code, with the Subdivisions chapter cross-referencing those provisions so the rules are less likely to be overlooked. Council also directed that installer-certification requirements discussed during the Building Official’s report be explicitly included in the ordinance. The council scheduled a revised ordinance to return in July and decided to table a related ordinance (2026-04) until both can be advanced together.
Next steps: staff will revise both ordinances, coordinate with the HOA on fence language, and return the septic ordinance to council in July with corrected fees and added installer-certification language.
