Town attorney to draft procurement ordinance for November meeting; sample would remove lowest-bid requirement

Town Attorney Lyndsey Ryan told the Trappe Town Council on Oct. 2 that she would prepare a draft procurement ordinance for introduction at the November meeting. Ryan presented a sample revision adopted by another town and explained proposed increases to procurement thresholds; the council directed her to mirror that example but to remove the requirement that the town accept the lowest bidder.
Ryan also said she and Administrator Erin Braband are finalizing documents for the U.S. Department of Agriculture related to the pumping-station project, and that draft bond ordinances are under review and slated for introduction at the November meeting.
Why it matters: the proposed ordinance would change procurement rules and thresholds and would explicitly remove a requirement to accept the lowest bidder, which could affect how the town awards contracts going forward. The council asked for an ordinance draft to be prepared for formal consideration in November.
The council also recorded a brief public-safety update: Sgt. Aita said the Sheriff’s Office will move to a new location on Oct. 7. Communications staff confirmed event planning for Nace’s Day on Nov. 2 has been finalized.
