Town staff reported that Kelly Generator quoted a Generac 130 kW unit for $54,500 with delivery in about 6–8 weeks. General Power submitted two options: a Perkins 130 kW at $52,051 plus shipping from Florida with a 12–14 week delivery window, and an in-stock Perkins 150 kW priced at $55,573 plus $2,273 shipping (total $57,846). Bilbrough Electric provided an electrical-work estimate of $8,900 based on the Kelly Generator specifications and noted it would need a separate site visit to quote work to match General Power’s specifications.
Commissioner Jeremy Newnam moved that the town use ARPA funds to approve the emergency purchase as quoted by Kelly Generator and Bilbrough Electric for a total of $63,400, noting that Kelly Generator is a local company, the town already holds a service contract with them, and the firm is familiar with Trappe’s infrastructure. Commissioner Michael Sullivan seconded the motion; the vote was unanimous.
The motion formalized approval of the equipment purchase and the electrical work estimates identified by staff. The council then adjourned at 2:38 p.m.; Erin Braband, town administrator, submitted the meeting minutes.
The town record does not specify additional procedural steps or a delivery schedule beyond vendor quotes. Bilbrough Electric had indicated it would perform a further site visit if General Power’s specifications were pursued, but the adopted motion selected the Kelly Generator-based plan.
